Manila Bay Hospital City initiating actions begin. At least three (3) Philippine delegations in different stages will leave for overseas to begin negotiations in earnest for the organizing of the initial group of hospitals that will be participating in the project. Leading a component of the delegations is Dr. Jess Comedido of H.E.A.L.T.H. Dr. Comedido is a stem cell and skin specialist and has a wide network in the health community in Japan, Saudi Arabia, Singapore and the People's Republic of China. The first set of institutions with whom the negotiations will be completed will immediately schedule trips to the Philippines and will be set up for site visits before the yuletide season or at the earliest part of 2014. Manila Bay Hospital City network
The Liberty Hills Residences and Resorts a specially designed retirement and recreation complex will consist of the EPZA style facility within the LHRR that will accommodate hospital owners and brands owners as locators. A consulting group that has been dealing with EPZA type facility registration will undertake the accreditation of Liberty Hills. Together with LHRR, Manila Bay Hospital City will also be accredited as the main character and function of the duty free zone.

All hospital owners and hospital facility and product brand owners are invited to join the Manila Bay Hospital City as Locators and as part of Asia Health Network. AHN shall serve as a fully-functional referral network of MBHC in the Philippines and its member-hospitals whether Locator or not, distributed in areas within and outside of the Philippines.Patients of AHN member hospitals from other areas outside the Philippines like Japan, South Korea, United Kingdom, United States, Germany, are given full access to MBHC and under the MBHC concept, free residence facilities in the vicinity of the facility.
Manila Bay Hospital City (MBHC) is designed to attract patients of all age levels and through a system of vouching will accept all patients from various social classes. There are however very distinct and yet subtle segregations for pay ward and non-pay ward patients. This is to be seen in the final announcements and in full cooperation with the Locators in the zone.
